TL;DR: The Khâm Thiên Giám was the Nguyễn dynasty office for compiling calendars and observing the heavens, headed by a director of the principal fifth rank. Once compiled, the calendar was presented at the Thái miếu and issued to officials and people under a rite fixed from Gia Long's reign. Đại Nam thực lục also records that Minh Mạng forced a correction of the Đinh Dậu calendar because it still bore the word Chân Lạp, showing that calendar-making was court business, not mere calculation.
What was the Nguyễn dynasty's Khâm Thiên Giám?
Khâm Thiên Giám was the office of the Nguyễn court that compiled the calendar and tracked astronomy. The Đại Nam thực lục chính biên đệ nhị kỷ records the posts of 欽天監監正 (giám chính) and 欽天監監副 (giám phó) in the court's table of ranks[3], which means this was an office with its own officials, not an ad hoc committee. Trương Anh Thuận's 2025 study surveys this office across the Vietnamese monarchical dynasties.
The office's work had two linked parts: compiling the calendar for the court to issue throughout the country, and being assigned the tasks that required knowledge of heaven and earth, such as choosing days and choosing land.
How were the ranks of the Khâm Thiên Giám fixed?
According to the Đại Nam thực lục chính biên đệ nhị kỷ, under Minh Mạng the giám chính held the rank of chánh ngũ phẩm, and the giám phó held the rank of tòng ngũ phẩm[3]. In the same table, the chánh ngũ phẩm grade included the Hồng lô tự thiếu khanh, the viên ngoại lang of the ministries, and the thị độc of the Hàn lâm viện.
The thực lục also records that the giám chính Hoàng Công Dương (黄公揚) was appointed Hộ bộ thiêm sự while still holding the post of giám chính[3]. The head of the office could therefore be given additional work in another ministry.
How was the calendar-issuing ceremony set from the time of Gia Long?
The Đại Nam thực lục chính biên đệ nhất kỷ records that King Gia Long ordered the officials to set the ceremonies of 頒曆 (issuing the calendar), 封寶 (sealing the seal) and 開寶 (opening the seal)[1]. Under that rite, on the 28th day of the twelfth lunar month the calendar was presented at the Thái miếu, then presented inside the palace; at the start of the giờ Thìn the king took his seat at the Triêu Dương pavilion, and the official of the Hộ bộ knelt and reported the issuing of the calendar for the coming year[1].
The original passage reads:
> 寅末刻,進曆太廟,進曆入内。辰初刻,帝御朝陽閣,户部臣趨前跪奏云:“明年頒曆,慶賀皇上萬萬歲。”[1]
Translated: at the end of the giờ Dần, the calendar was presented at the Thái miếu, and presented inside the palace. At the start of the giờ Thìn, the king took his seat at the Triêu Dương pavilion, and the official of the Hộ bộ stepped forward, knelt and reported: "The calendar for the coming year is issued, we wish His Majesty ten thousand times ten thousand years."
The calendar was compiled by the Khâm Thiên Giám, but the report on issuing it came from the Hộ bộ: issuing the calendar was a court ceremony, not the affair of the astronomical office alone.
Why was the calendar for the Đinh Dậu year ordered corrected?
When the Khâm Thiên Giám compiled the calendar for Minh Mạng's 18th year, the Đinh Dậu year (1837), in the places recording the hours and solar terms for each locality, the calendar still carried the characters 眞臘 (Chân Lạp). The Đại Nam thực lục chính biên đệ nhị kỷ records the king's words: Chân Lạp had long since been organised as Trấn Tây thành, everyone knew it; the calendar for the previous Bính Thân year had already been issued, so no punishment was imposed then, yet now it had been done this way again. The king ordered it corrected at once to 鎭西 (Trấn Tây), and both the giám chính and the giám phó were punished[3].
> 欽天監修明命十八年丁酉曆於地方節氣辰刻處仍舊著眞臘字樣[3]
This passage shows two things. The Nguyễn calendar recorded the hours and solar terms for each locality, not just a single set of markers for the capital. And the calendar was a document issued by the court, so place names in it had to follow the current administrative names: one old character in a name was a punishable error.
What else did the Khâm Thiên Giám do besides compiling the calendar?
The thực lục of Minh Mạng's reign records that the king ordered the court ministers, taking the Khâm Thiên Giám with them, to go to the mountains in the communes of Kim Ngọc and Định Môn to select in advance vạn niên cát địa (auspicious ground for ten thousand years) for the tomb, and to draw a map to present so that the king could choose himself[3]. Knowledge of heaven and earth, of days and hours, and of land was in that era entrusted to the same office.
Also under Minh Mạng, the court issued the newly printed Vạn niên thư (頒新刋萬年書) to the princes, the great ministers in the capital and the provinces, including Trấn Tây thành, one copy to each place[3]. The Vạn niên thư is a calendar book used for many years, unlike the sheet calendar issued each year. Among the seals the king had cast additionally was the seal 治曆明時之寶 (Trị lịch minh thời chi bảo), meaning "to regulate the calendar and make the seasons clear"[3].
How did Vietnamese histories record eclipses and comets?
Vietnamese historians recorded heavenly signs from very early on. The Đại Việt sử ký toàn thư of Ngô Sĩ Liên (1479), the history of the Lê era, records that in the Bính Tuất year (155 BCE) "in winter, in the 11th month, a comet rose in the west"[2]. That is a record by the historians of earlier dynasties, not by the Nguyễn dynasty's Khâm Thiên Giám.
Under the Confucian idea of the mutual response of heaven and humanity, eclipses and comets were heavenly signs reminding the king to review his governance; for that reason they were recorded in the official histories alongside court affairs.

A note from Nhật Nguyệt
A note from Nhật Nguyệt: when you look at a surviving calendar sheet or calendar book from the Nguyễn era, pay attention to the seals and the place names printed in it. The calendar was a document issued by the court, so the place names on it changed with administrative regulations, as in the case of the characters Chân Lạp in the Đinh Dậu year.
