Strategy is the type of behaviour the system considers aligned with how a type operates, for example a Generator waiting to respond or a Projector waiting to be invited. Inner Authority is the internal mechanism the system says you should rely on to make decisions, for example Emotional Authority moving through an emotional wave over time, or Splenic Authority responding instantly. Strategy answers the question of how to engage, Inner Authority answers the question of what to use as the basis for settling on a decision.
